The history of this is very unclear. There is not a clear explanation of the origin of this traditional Irish symbol. Interestingly, Irish crosses were carved into quite large slabs of rocks that lay flat on the ground. Almost all the later versions however, stand in an upright position. Modern Irish crosses are often seen as tombstones in Irish churchyards. However, it's difficult to specify the exact meaning of the peculiar circle in these. It could possibly be a Pagan moon or sun.
